The place from where you have done your schooling ,is the place of your home state . In your aadhar card the address must be of jharkhand. So, you can't get benefit of the home state for Bihar because you are not eligible for that. You will get benefit of home state for jharkhand.

Delhi /bihar are one of the most competitive state in medical seats in terms of NEET and it's cut off marks goes higher than AIQ counseling cut off marks.
In delhi state quota counseling cut off marks for Gen category candidates was 635 marks for NDMC,delhi after second round of counseling.
In Bihar state quota counseling cut off marks for Gen category was around 612 marks in govt medical College after round two.
While if you see AIQ counseling cutoff marks than it was around 600+ marks for Gen category after mop-up round counseling.
Your expected marks is low and it will be really hard for you to get govt MBBS college in AIQ, delhi or Bihar state counseling.
You can get good BAMS/BHMS govt college at your expected marks.
Also if you are looking for private medical colleges at low fees then you can try in Kerala State counseling you might get at this marks.
Also you can get top private/Deemed medical College at your expected marks. So you can try for those also if you want to study MBBS.

With 520 Marks out of 720 and EWS Certificate, you are not eligible to get any Government Dental Colleges across India with MCC AIQ (15%) Counselling. Also, chances to get Government BAMS colleges is also less with your marks.
As you have passed your 10th and 12th from Delhi, you are a Domicile of Delhi. You can apply for Delhi colleges under internal quota. You cannot go for Bihar State (15%) Counselling. Also, you should make your EWS Certificate of both types i.e. Central and State respectively.
