No , you cannot write the KCET exam. KCET exam is only for the students of Karnataka . It is a state level examination. If you wish to take admissions in KCET colleges, you have another option. You can give the Comedk exam for admission to those colleges.
KCET ELIGIBILITY CRITERIA
Educational Qualifications:
Candidates must have passed their class 12/PUC examination. Candidates who have appeared in their class 12/PUC examination in 2023 and waiting for their result can also apply for KCET exam.
Candidates who have passed their qualifying examination/class 12/PUC from Karnataka State Open University are NOT eligible to apply for KCET 2023.
Candidates must have Physics and Mathematics as compulsory subjects in their class 12 along with Chemistry/ Biotechnology/ Biology/ Electronics/ Computer Science as optional subjects with English as one of the languages of study.
Nativity Criteria:
Candidate should have studied in one or more Government or Government recognized educational institutions located in the State of Karnataka for a minimum period of SEVEN academic years commencing from 1st standard to 2nd PUC / 12th standard as on 1st July 2023 and must have appeared and passed either SSLC / 10th standard or 2nd PUC / 12th standard examination from Karnataka State.
Candidates should have studied and passed either 1st and 2nd year Pre-University Examination or 11th and 12th standard examination within the State of Karnataka from an Educational Institution run or recognized by the State Government and that either of the parents should have studied in Karnataka for a minimum period of SEVEN years.
A candidate who is the son or daughter of defence personnel who has worked continuously in Karnataka for a minimum period of one year in Karnataka during the Two year period of study of candidates in PUC / 11th and 12th Standard course.
Wards of serving or retired employee in Central Armed Police Force Service, whose parents at the time of joining the CAPF Service (Central Armed Police Force) had mentioned that his/her home town was in Karnataka, has to submit proof of his/her domicile from the Record Office of the CAPF Unit where the Parent’s service record is maintained. In this category, the candidates must have cleared the qualifying examination from a recognized University or Board or any other institution located anywhere in India.

Taking the previous year cut off in to consideration you do not have chances to get seat NIT with the given rank. To have decent chances to get seat in NIT you need to secure a category rank below 14000. But your category is rank around 25000 so with the given rank you cannot get admission in NIT. Cut off is subjected to change, it may increase or decrease depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

For bihar si exam we have to prepare strategically and consistently.It has different stages -2 written exams prelims and mains.The written examination is followed by physical and medical exam.The duration of the Prelims Exam is 2 hours, also it has negative marking of 0.2 marks.Solve previous year question papers. Understand the exam pattern well.For the first step towards your preparation, you have to go through the detailed syllabus and exam pattern. Also practice more and more mock test for regular practice and revision.
The topics for prelims exam include general knowledge and current events, while the mains exam comprises General Awareness, General Hindi, Mathematics, Indian History, General Science, Civics, Indian Geography, and Mental Ability Test.

As you know, neet cutoff varies every year due to various reasons such as paper difficulty, seat matrix, number of students appeared, number of available seats, category of student, etc. And also the competition is increasing, so it's very difficult for you to get government mbbs seat in Bihar with your score of 568 marks.
The safe score general category in bihar may be around 600+ for mbbs.
Other than mbbs, you can gi for BDS or BAMS which have their own respective scopes.

With 20k ews category you have very less chance of getting admission in NIT. In nit patna closing rank of ews category is around 7k (civil engineering). In other nit also you have a very less chance of getting admission. Considering the previous year cut off you do not have chances to get seat in NIT with the given rank. You need to secure a rank below 13000 approximately (category rank) to have decent chances of getting seat in GFTI. So if you want to get seat in NIT, IIIT, GFTI you may have to wait until next year to appear for JEE Main 2023 if you are eligible. If you want to get admission this year then you may have to apply for admission in an institute accepting JEE Main score. In state such as Madhya Pradesh, Maharashtra, Uttar Pradesh state level counselling will be conducted for admission to B.Tech based on JEE Main score. You may apply for the state counselling.

If you had chosen for the ST category and you have your category certificate then what about worrying, you will get a good seat that is good branches even in low rank. But try to score as much as you can in the exam.
