Yes you can participate in the state quota counselling of Delhi i.e. Delhi University MBBS admissions because as per the domicile eligibility criteria of DU MBBS Admissions, the candidate must have passed class 12th from Delhi or Delhi NCR from any of the recognized board.
The candidate satisfying above eligibility requirement is eligible for state quota seats of DU on the basis of his/her NEET UG score.

Student credit card scheme in Bihar was started in year 2016 according to which bihar govt provides loan upto 4 lakh without any interest rate for various courses all over India.
Your college must be NBA accredited or NAAC accreditation or in NIRF ranking. So your college must be approved by any of this three national agency then only your college will be eligible for sanction of loans.

Although I have checked for you and loyal college, Chennai which you have tagged in your query is NAAC accreditation and it's also in the official list of students credit card scheme.
So you can take loan upto 4 lakh to study any course in loyala college, Chennai through this scheme.
