Yes, you can take admission in UG course in Delhi University. Also, if you have done your Class 12th from Delhi, then you will also get the benefit of Delhi Quota or else you can anyway get admission without Delhi Quota.
And no, you won't have to attend the college on a regular basis, it depends upon your course and college. In some colleges there are some strict rules regarding getting detained due to short attendance while some are chill. If you succeed in creating a good pier group around you then going to college on a regular basis wouldn't be an issue for you.

As per your query, YES Bihar students are absolutely eligible for the MHTCET exam. Student from any state can give this particular exam. However, you do not get any kind of reservation, you will only be considered under all India category. And so you won't be eligible for government and as well as government aided colleges as well.

Don't worry , it worth , you will get great exposure make new friends ,create memories for ever , have fun ,doing practical and many co curricular activities . Diploma isn't a degree course. So in most cases, if you have done 10+2, then you can apply for the Police post with the eligibility of 10+2 pass. Apart from this, you can't apply for the police post which have the eligibility for Graduation. Diploma isn't considered as a graduation course.
