Yes, you can are eligible for WBJEE even if you are from bihar.
This is because ,
Other state students are eligible for it but not eligible for govt aided colleges, though can get admission in Jadavapur university as it has 10% open seats.
WBJEE eligibility criteria given below:-
To be eligible:-

---------------------------) West Bengal domicile requirement is there for seat in Government aided colleges, seats in Aliah university and 90 % of general seats for Jadavpur University( 10% seats are open for other state for Jadavpur University) and also other state students are not eligible for reservation i. e OBC/ST/SC etc.

If you wish to take admission in Delhi University you need to appear for CUCET exam. Once your admission is completed the college asks a minimum of 67% attendance to appear for examinations. But most of the colleges are not so strict regarding the attendance even if your attendance is less you can appear for examination but they will ask you to submit the medical proof why you were not able to attend the classes or submit an application stating you won't repeat it again in next semester. But few colleges may not give your admit card if you do not meet the attendance criteria.
So yes you need to plan accordingly and attend atleast 67% classes to be on safer side which are held mostly from Monday to Friday (Sat and Sun are off in most of the colleges)

With reference to your above mentioned query, I would like to tell you that your OBC-NCL Certificate is valid for JEE mains if it has been signed by the D.M. level. As I know the OBC-NCl certificate must not be signed below the level of Tahsildar.
Further, for JEE MAINS and ADVANCED, OBC NCL caste certificate is required only from central government as per the latest guidelines. This certificate is required to be in proper format as described by jee.

In the information brochure released by NTA for JEE-Main 2022, there is nothing mentioned about the language of category reservation certificate so if it is in Hindi language then also you can upload but it is preferred to upload it in English language, the reason behind this is, some states either use their local language or English for document verification so you might have some complications there otherwise for JEE-Main application form you can upload it in Hindi language as well.
