Yes, definately you can give NEET exam 2020 with graduation in biotechnology from college. There is no boundation in chances of giving the exam and its circumstances. The eligibility criteria only include 50% marks in PCB in class 12. It does not say that you can't give the exam during your college. So, you can give NEET after passing class12 exams or during it and as many as times as you want.

Yes , you can participate in state conselling of UP if you have the domicile of the state. The place of class 10 and 12 does not matter if you have a domicile of the state in which you want to participate in the counselling. But for this criteria, you should have proper documents to support your domicile like address proof, identity proof etc. which will prove that you are the resident of their state. If you have done class 12 from the state , only markshhet would be enough. But with domicile, be prepare with the documents.

A number of reputed colleges offer an undergraduate level course in biotechnology which are based on entrance examinations.These entrances are based on physics,chemistry and mathematics and do not require biology as a mandatory requirement.These exams include
The course offered in BITS is an integrated programme (bsc+msc) for the subject.
All India Institute of Medical Sciences also offers a course in biotechnology.
Bsc. Biotechnology has essentially a core engineering ground,hence based on your score in entrance examinations you can seek admission in any of these reputed institutions

As you said you have been alloted IET but they did not asked for branch then there might be some technical error or they might have mentioned randomly alloted branch on the allotment letter. But you should mail this issue to the concerned department. also to the counselling organisation as well as IET for branch selection
