This is not mandatory to do only b.tech or m.tech for biotechnology. You can do 3 years course Bachelor of Science in Biotechnology. It's a graduate course. You can do Masters of Science after that.

Biotechnology is available as B. Sc. Biotechnology and B. Tech. Biotechnology. And NEET scores aren't required for any of these two degree courses. But if your sister wish to go with B. Tech. Biotechnology, she will have to appear for JEE, as that would be an engineering degree.
