Yes, you can definitely take bsc in biotechnology. Even plain bsc (zoology, botany, microbiology etc) can be a good choice depending on interest. Taking btech in biotechnology (biotech engineering) is going to be very tough if you did not have maths in +2 and not all universities allow that.

Thanks for your question, It is very difficult to predict whether you are eligible for counselling or not.It totally depends on the criteria,number of seats and students appearing.According to me there is a very less chance that you will be able to attend counselling.But hope for the best.
