Yes a PCM student can definitely appear for the NEET UG exam. You must ensure for the exam is that you must have passed class 12 with physics chemistry biology and English as main subject. Even if you didn't study Biology as a main subject you should  have studied it as an additional subject. You can also refer to the official notification by the NTA exam for most accurate information.
