You definitely need to prioritize your goal as well as understand the need of having a good backup in Engineering background.
I would suggest you to go for electrical engineering in Lucknow university as at present ECE is a better option than instrumentation engineering.

yes definitely, you can apply for M.Tech in biomedical engineering after your undergraduation (BE/Btech) in Instrumentation.
