In West Bengal, other state students are not eligible to get Government engineering colleges. All those students are only eligible to get a seat who have domicile certificate of West Bengal. Since you are from Bihar, you will not get any Government seat in West Bengal.

Well, brother I would first apprecate to your decision of prefering your interest than going with herd race. 

So, regarding to your question. At IIT, for Bio-Tech, a normal PCM candidate can take the course provided his rank is good enough to get that course. Their is no such need

Well, the cutoff for the second list will be somewhat around the first list's cutoff.
The cutoff shouldn't be higher than the first one.
Somewhere, around 75%, i guess.
