yes. you can do msc in biotechnology. as bsc in horticulture is biology related subject. the eligibility for m.sc in  biotechnology is B.Sc. in any of Biological Sciences, BAMS, MBBS, BHMS, BPT and B.Pharm.

JAM is an entrance test for admission to Masters in IITs, NITs, IISERs and IISc (for I.PhD). For life sciences, one can apply to either BL or BT paper. But BL is only applicable to I.PhD in IISc and IISER. But BT is applicable to M.Sc. in biotechnology

Sorry there is no hope of getting seat in any of the college. 

So I advise you to try for state engineering examination or there are many colleges which take student through their own exam so fill those college forms.
