IITs offer B.Tech in Biotechnology courses
And yes,
DU does have BSc. Biotechnology courses. Here are some DU colleges that provide this course-

previous year cut off of GATE for Biotechnology is about to 27.1 marks for general, for OBC 25.1 and for SC/ST/PwD is 18.1

this year also cut off trends is near about that. you can assume near about 28+.

JNU Delhi doesn't offering any course of Agricultural Engineering or Bio-Technology Engineering.
