You can apply for BITSAT from their official website. Eligibility criteria are:

• You should have passed your class 12th   with aggregate 75% marks in PCB/PCM 
• State Board/ CBSE both boards students are eligible

Also there is no reservation in BITSAT.

No,at this marks you won't get CSE  in any branch of BITS(PILANI,GOA). These marks are seem to be quite low for getting a CSE branch.
