You may get some good branches but not the CSE and ECE like branches, for that you need to cross the marks rang ef 310. You may get branches like civil, chemical, or mechanical.

It is Quiet hard to predict but as you said about the previous year cutoff, there might any chance for you to get into any BITS campus. But this will be depending upon the factors such as no of students appeared, difficulty level ,etc.

Congrats for scoring 173 marks in your BITSAT examination , according to the marks you have scored your rank will be above 22k approximately. Looking at the previous year analysis it is quite hard to get into any branch of BITs. Scoring at least 250 marks in BITSAT

Yes. If any candidate is a first rank holder from the board which he/she has completed his/her class 12th, then they can get a direct admission to any of the BITS campus

Yes, the state toppers ca get direct admission to BITS Pilani. For others who are not state toppers have to give the BITSAT exam for taking admission in BIT Pilani. Without BITSAT exam they are not eligible to take admission.
