I recommend you to take Admission at UIT coimbatore. Both are the average colleges in all aspects. But when you compare in between both the colleges, UIT coimbatore is best in terms of all aspects. It is accredited with NAAC B+ grade. The tution fee is around 1.60 lakhs for 4 years. The hostel fee is around 52,200/- per year. The hostel fee is same for both boys and girls. No, BITS does not accept partial improvement.

Yes, they do accept improvement exam marks but you will have to give the improvement exam of all the subjects that you studied in the 12th Boards.

Also, BITS only accepts the latest improvement marks, for example, if you gave the 12th Board in 2017, then gave improvement exam in 2018, then only your 2018 marks are valid otherwise not.

      So, when you are very much interested in research, then you can go for either colleges and both are good. Also, getting admission in BITS (Birla institute of technology and science) is a tough job and do not waste it if you get selected in the qualifying examination. The placements are literally very good and best faculty with almost all are Phd holders in this college and you'll have good industrial exposure in BITS. So, now it also depends on how much you can afford and where you reside.

Obviously NIT trichurapalli is best for civil. BITS pilani is best but not the the bits Hyderabad. The NIT Trichurapalli is rated as AAAA+ by careers360. It is also ranked at 10th by NIRF MHRD Government Of India. It is the no.1 NIT under group of NIT’s. The tution fee is 1,39,950/- per year. The faculty are excellent. The placement are superb. The hostel fee is around 57,000/- per year. The hostel fee is same for both boys and girls. The top companies that visit this college are: Bluestar. ISRO, Caterpillar, Microsoft, Google, Amazon, etc. The highest pay package is 90 lakhs per annum while the average pay package is 6 lakhs per annum. College has a good hostel facility with good number of rooms and beds and provides a best food having good furniture 24 hours water facility and electricity facility,  the fee is also very low when compared to the other colleges.

But the hostel environment is bit noisy and disturbed, as there is lack of privacy for the students.

Not looking at the issue with course point of view, each of the college has it's own reputation, pros and cons. If you choose to study a core branch, IITs are preferable because most of the core companies recruit students there and all the recruitments would likely get filled by IITians, NITians. The value of the student who has done graduation in an IIT would be high. The fee structure is much student friendly in IITs/government colleges. IITs have high quality of competition than BITS. But, BITS follow zero attendance policy which would be easy for passion oriented students who are willing to work for startups, etc. although IIT has few courses which doesn't require students to satisfy attendance criteria. Nevertheless, each of the colleges have breathtaking campuses, good clubs, great facilities.
