As for the concessions, you can apply for scholarships(merit/merit-cum-need) after taking admissions, a notification regarding which will be mailed to you. There are total 5 rounds of counseling. But mostly which stream you will get, it becomes clear after 2nd round. Because always each student fills his choice in 1st round and after the declaration of first round they ask for deposit of admission fee for 1st sem, where most of the students back off (many of them have got admission in good IITs). So in 2nd round only those who submit the admission fee, get the courses (specially the interested ones). After the declaration of 2nd round's result you are further asked to submit the mess bills in advance and those who submit, gets their name in 3rd round.

Both Institute is best..Rest depends upon your interest.If you wanna owe CSE stream then you can go BITs Hyderabad otherwise IIIT HYDERABAD.Through both stream you can secure placement in IT sector.Also from electical stream you can look for PSUs and ESEs.Listen beat of your heart.And go with your interest.

First of all, congratulations on your selection to these institutes!
So,CMI Chennai will provide you BSc. Hons degree while BITS Pilani will provide you with B.E. degree in Computer Science. The basic difference will be in the job profile you'll be eligible for. Also, the placement statistics are very different for these two colleges. If you seek an immediate, secure future, BITS Pilani CS it is. B. Tech will provide you more technical exposure. But if you are more oriented towards research then you go for BSc. CS.

In order to get admission in BITS-Pilani, you have to give their entrance examination (BITSAT). On qualifying BITSAT ie scoring decent marks in the exam, you can clear respective cutoff of different departments and can get enrolled into.
Also board toppers can get direct admission in BITS Pilani. Hope that helps.

Cons :
Overall there are very less skilled teachers , no one even has a PhD. Most teachers are selected by MPSC exam and they lack most skills of teaching or knowledge is very limited .The M.E degree also most completed on part-time basis and in many years.(Sorry to mention that but that’s reality of CSE-IT).
Less attendance not only of students of teachers also .So much inefficient teaching ,why will students too attend lectures.
Sometimes some things are made compulsory to students thinking they are improving the things but fact is there is no change in teaching staff which is more important
Infrastructure wise CSE is little better than IT ,but still as such they make you program in second year on Turbo C Only .Preety sad!!.Overall youll see you dont get much of facilites like seamless net facility or materials from teachers for uninterrupted learning
Boys hostel is not in very good condition now ,many students do complain regarding the untidiness , lack of other services.The mess every year is run by same person based on internal politics.
College politics is on very large scale among all.Very bad , it’s among students also and worse part it is 1000* times more among the whole college teachers and officials.
No internship provision for students, I didn’t find anyone doing internship in a company via college or college allowing anyone .
Annual fests and technical fest are not getting scaled to that level because of lack of fund and internal co-operation from higher officials ,not much concentration on extra curricular things .
Pros :
Some students do make a very good use of not attending lectures , This year Gate Rank 13 (Vaijnath Biradar) is from GECA .So it is on us how we make use of it.
You get full time to self study , can become very good on a particular skillset .
Core branches have teachers with good reputation ,and many PhD holders with research papers in recognized journals .Specially civil branch.
Campus is good as already mentioned in other relating answers also
Campus placements are really good from this year with variety of firms and companies .
