If you are the topper of your intermediate Board, then yes, you can get direct admission into BITS Pilani. Otherwise, you'll have to go through BITSAT counselling(which has already begun).

Yes, last year cutoff for MSc. Chemistry was 265. And according to 1st iteration results(as recorded by Bitsat queries group),  the cutoff for the same is around 290.
