No, it not possible to change from MSc Dual to BE.
You can request for a transfer from one BE to another BE in the same tier A group or from one tier group B (Msc. to another Msc.)
The cutoffs for the A group tier start from as high as 9.5-9.8, while transfers for the B group are possible provided you have a safe enough CGPA of 8.5 or higher.
They (dualites) can utilize these tiers if they wish to completely shift their branch in addition to the dual degree allocation that is accessible to them (dualites).

See if you have LNMIIT and BITS goa as an option, Manipal Jaipur and North eastern NITs fall out the question instantly.
I would say LNMIIT and BITS are really only two practical options, now from both those it is a tough call, I can list down pros and cons for you, but you are the one who has to take call...
See BITS Goa will certainly have a much better college life, however at the same time it going to be more expensive.
Coming to placements it will depend on your branch in BITS, like in dual degree your other Btech branch is decided upon your performance in first year. So if you manage to get CSE in BITS, it is certainly going to be better than LNMIIT. If you get ECE it will be slightly better, if you get other branches I would say LNMIIT would fair better.
In the end I would say both are really good options you can pick anyone.

If you don't have a lot of choices then yes, BITS Dubai is a good option.
Generally, according to the alumni reviews, BITS Dubai's standards is not close to Pilani or Hyderabad. The faculties and coursework isn't that great. You'll have to spend a lot of money for travel, fee and living.
Hence, given all these points we can say that it isn't that great a choice . But, at the end of your degree you will get the BITS brand name.
If you are getting a good private college in India like LPU, Thapar, SRM, Amrita, VIT, SASTRA, please do go for it.
If you choose BITS Dubai, make sure you work hard and go out of your way to get lucrative internship experiences.

A BITSAT score of 108 is not enough to fetch you a BITS campus. To get confirmed admission into one of the BITS campuses, you need a score of 250, to be on the safer side. You can try next year!
