No , you need not fill each BITS campus, each branch separately, you can fill in a single form all the campuses and your preferred branches in that campus. Since counselling for all the campuses is same , this is why you don't need to fill separately.

According to me, Choosing Mechanical at BITS Hyderabad would be better if the location is not an issue for you. Here are some pros:-

• The fees is less than BITS Pilani.
  Civil in Pilani is for 4.2 lac per year
  Mechanical at Hyderabad

As per your score in BITSAT 2019 you have chance to get admission into BITs Pilani. You may get chemical, civil, biological science, manufacturing. If cutoff decreases then you have chance to get some more chance .

You have to apply by the same procedure by which we apply for btech. Go for counselling and tell them the course you want.
