If you are asking about just the branch then ECE is anytime better. But if we talk overall you should go for IIT Delhi. Because you other option is bits Hyderabad not bit pilani. IIT Delhi will give you a great exposure overall and even its production branch will give you a lot of opportunities.

Almost 70% of the students were placed. The highest salary package offered is 22 LPA. The lowest salary package offered is 4 LPA. The average salary package offered is 5.5 LPA. Recruiting companies are OnePlus, Microsoft, Goldman Sachs. Internships are not offered by the college. If teachers have a connection, so they can help to get an internship, but it's mostly based on the student's network. There is a common computer lab, common reading room, a machine lab, MATLAB, electronics lab. There is a common library for all. Wi-Fi enabled classrooms are allotted on a time table basis. Hostel facility is not available. Canteen is present with quality products. Teachers here are very helpful and well qualified. Many teachers had done a PhD. Teaching quality is very good. The course curriculum is relevant, and extra knowledge regarding industries and placement related is also given. It makes the students industry-ready.
If you mean Robotics as a branch of engineering, then BITS Pilani does not offer it. But that doesn't in any way mean that you can't pursue robotics from BITS Pilani. What I mean by that is that there are a lot of ways in which you can learn robotics from BITS. Firstly, there are two technical teams called Team Robocon and Team Acyut in BITS. These teams participate in international robotics competitions. Team Acyut makes a humanoid robot \U0001f916 and Team Robocon makes a robot according to the problem statement of the competition. Both these teams do great work and make amazing robots.
Now, do you need to be a part of these teams to know and learn about robotics? Absolutely not. You can definitely even learn about robotics on your own as there are lots of people available here to help you. First of all, there are seniors who are always there to guide you and give you a direction. You can seriously learn a LOT from seniors here. Apart from that, there obviously are professors here who are very knowledgeable about robotics and are even doing research on it. They are also always there to help in any way they can. You can very easily approach any such person and they will be ready to help you.
So there are plenty of ways in which you can pursue robotics from BITS Pilani

If you wont pay fees of second installment , you can be in trouble and they can charge you fine of late fees . However, you can mail to hod requesting him to give some time extension and can expect some further delay bbut chances are less

IT's a tough say between the two you are asking if you are asking about bits pilani pilani campus then its is a tough one to choose first decide which subject you are more comfortable with and choose college accordingly but if you are OK with any subject then the matter boils down to the fact that you want a iit tag or not so in this prospective I would say go with iit kanpur but yes then you would be sacrificing ee of bits pilani so ultimately its your decision but looknig at all aspects and that iit tag i would suggest go with iit k chemical.

Reputation wise BITS pilani is far better than IIITM Gwalior. You will get better environment, better exposure ,better overall development in BITS pilani.
But if your interest is in computer science then you can go for bio dual and get Cs as dual degree in second year.
But if you want to take dual then you should also consider the risk. You will have to work hard for one more year to get CS as dual degree. If you have enough faith in yourself that you can do enough hard work to get CS next year then only you should go for dual in BITS pilani, Otherwise go for IIITM Gwalior.
In my opinion you should go for BITS Pilani, it has much better reputation, placement, college infrastructure.

A total of approximately 1-1.5 thousand students are chosen from this pool. Because the number of students varies from year to year, the cutoffs are determined by a variety of factors such as the number of candidates who appear and the difficulty of the paper, among others. However its difficult to say the number of SC students registering for kvpy.

See IIT Kanpur Chemical Engineering will give you a better prospective even in your non core fields. SO if you get a chance in IIT K then just go for it, its one of the finest IIT's in India and the experience you will get there is incomparable. Now if you are really interested in CS then you go for IIT GOA also. Its one of the new IIT's but its also performing very well in terms of academics and have the potential to be in the top 10 IIT's in few years. If you get chance in IIT's then going for BITS is quite unnecessary.
