Out of all these, I would suggest that IIT Cse would be really on the top since IITs are the top most ranked universities of the country. The universities are good as well. But the IIIT Lucknow is also very good. Hence I would rate these universities as follows: IITs CSE, IIIT Lucknow, NIT Raipur and then BITS Dual Degree.

Infrastructure and college life:
IITs have a good infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. You can see that the campus life is going to be really well. College life is good with the right kind of atmosphere given to the students who come from different places.
Fa culty and quality of education:
All the faculties are qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. It is not just the books and classes. Focuses more on practical knowledge than the theoretical one. Education quality and the way guidance is given is really good.
Placements:
Placements are good as good companies visit this college. students gets placed and opportunities of internship is provided to the students from companies.

To choose between IITs and BITS Pilani is a tough choice since both are among the finest colleges in our country which produces few of the most talented minds across the country.
Now as per your rank you'll be eligible for lower branches in newer IITs and for that reason I'll recommend you to choose BITS Pilani. IITs do have a really great market value but studying with lower branches will leave you with less job opportunities. The IIT tag won't be of much use if the course you studying isn't relevant for you. On the other hand you can pursue EEE in BITS Pilani which is also a really famous institute and you'll study something more relevant to you.
So I'll recommend you BITS Pilani instead of lower branches in new IITs.

Average Package
BITS Pilani Civil Engineering has higher average package than that of BITS Hyderabad. The average package in Civil Engineering (Pilani) is about INR12.50 lacs and that of mechanical engineering (Hyderabad) is about INR 8.5-8.8 lacs.
Fees
BE Civil Engineering: INR 14.66 lacs.
BE Mechanical Engineering: INR 16.70 lacs.
Also, the Campus infrastructure of BITS Pilani is better than that of BITS Hyderabad. The campus area of Pilani is about 100 acres more than that of Hyderabad campus.

If you feel like none of the current options are going to work out for me by all means, take a drop. Having said that, there's no surety that you'll get the rank you want next year. Your rank this year is great. You could easily get into an IIT with your ranking so the question is are you sure you want to give that up for what might or might not happen? I'd say take admission somewhere this year and appear for next year's jee as well it that's a suitable choice because it would be the best one.

Barring the board toppers in the 12th standard, Bits doesn't give admission to students without BITSAT. Only the board toppers have this opportunity of direct admission into their colleges. Board toppers of PCM can apply for all integrated courses in BITS PILANI & likewise PCB toppers can apply for B Pharmacy Programme.

Well every year the cutoffs change but I will give you an idea on what the cutoff might be based on the previous year cutoffs.
For OBC you need to score around 380 in BITSAT for courses like CSE. For courses like Manufacturing and CIvil you can get a seat with even 250 in BITSAT.
