Both the college are good for the respective branches. The IGDTUW cse has good placement than BIT MESRA ECE. And first you should select in which branch you have more interest then accordingly you can select the college. Campus of IGDTUW is also nice.

It completely relies upon your field of interest. If you have interest for coding and stuff then go with CSE/ IT, if your interest lies in the area of physics and electronics then go with EEE.
