You need at least 250 rank under general category in wbjee.But if you are from West Bengal means you belong to West Bengal then even in lower rank you will get CSE in jadavpur university.But each year cuttoff change little bit.

Hii Ankush!!!! To apply for bits and IITs the basic eligibility criteria is that you must have an aggregate of 75% overall in 12th and also 60% minimum each  in physics, chemistry and maths. So you can't replace. Good luck!!
