I am extremely sorry to tell you dear but you are not eligible for Neet examination.
This is because,
To be eligible for Neet you must pass individually in both theory and practical examination in physics chemistry and Biology but with 09 marks in theory you have failed in theory examination and thus failed in that subject and so failed in fulfilling the very criteria of passing PCB, hence not eligible as Neet eligibility criteria says that :-
To be eligible one should pass 12th board examination with PCB i. e physics, chemistry,biology/biotechnology and English, should have passed both the practical and theory examination individually in PCB and must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.

Lower age limit:- to be eligible for neet one has to be at least 17 years old or more by 31st December in the year of appearing for the examination .
Upper age limit :-There's no upper age limit for NEET. Earlier there was upper age limit of 25 years which was pending in supreme court, on 9th march 2022 NMC in its notice has removed upper age limit. For the management quota,you have to call to the respective Agri colleges of your choice to know about the number of management intake seats and their cut off range for management quota because it varies from college to college.Some college dont allocate management quota and some will do.
To minimize the academic loss the students have suffered, all the Indian Institute of Technologies and National Institute of Technologies along with National Testing Agency have decided to scrape off the 75% criteria in the board examinations. So, now you can get admission into the IITs or NITs even if you haven't scored a minimum of 75% in your board exams, provided you scored enough in JEE.

As the rank Vs marks keeps on changing depending upon various factors such as :
** Number of candidates appeared for examination.
** Top score for that particular year.
** Total number of seats available.
And some more factors, therefore your actual rank in KCET 2022 might vary with slight variations.
As per the marks mentioned by you in the question your rank in KCET 2022 is expected to be in the range of 10000-20000 .
But note that this is not your exact rank because it is not yet released and the rank predicted above is on the basis of previous year's data.

I think opting for Bsc is not bad at all as it will act as a backup plan. But if you are really interested in engineering then i would suggest you to drop a year and prepare thoroughly for the exam. Considering the fact that most of the students at top IITs and NITs are droppers, dropping might be a good option.

There is good news for you. Following the pandemic, the exam conducting body for JEE has decided that the students appearing for the exam this year, are eligible for the exam irrespective of their 12th class percentage. It means your 12th class percentage will not be a barrier in your JEE entrance exam.

So with regard to your query, in the improvements exam for the HSC the question will be totally different from the actual board exam. Sometimes the level of the question paper will be tough than the actual board exam and sometimes it will be low. It depends.
