You probably can as your scores are good. Getting into Sastra university totay depends upon the competition in that perticular year. University may combine the +2 and Jee score and Mark a ranking for all applicants ,based on that they ll call for councelling and still there is a possibility you can get placed in Third round ,which is an open counceling (last year open councelling wasn't there). So, do apply.

A student who is enrolled in a school is known as a “ Regular Candidate” . A regular candidate has to go to school everyday, for their course and for laboratory classes and for appearing for the examinations. For their board exam registration it is done by their respective schools.
On the other hand a student who study on their own without any guidance of school are private candidates . They do not attend the routine classes in schools.

Frankly speaking, there are no types of private candidate for Board exams, however, candidates must be appearing for the exam due to different reasons. May be private candidates because they are taking any professional coaching for competitive exams such as jee and neet. Some may be there as they are giving improvement exam or re- exam as they failed in certain subjects etc., So there can be other reasons too.

You have stated that you have not appeared in the board examination so you have not filled up the 12 standard examination form fill up. If you take admission in the same school or college again freshly then you can appear for the examination as a regular candidate otherwise you will be treated as a non collegiate student or improvement takers student appearing for the next year exam.

Every student even if he is from private is eligible and is authorised to appear for the pre board examination in order to get a practical experience of Board examinations, in his respective school or college.
You are not allowed to give pre board examination in other college and schools without proper consent or permission from the concerned authorities.

A private Candidate means a person who is not a Regular Candidate but, under the provisions of byelaws, is allowed to undertake and/or appear in the All India/Delhi Senior School Certificate Examination or All India/Delhi Secondary School Examination of the Board.

No, it is not necessary to have caste certificate when you are going to board exam hall. Nobody is sitting there to check your cast certificate. You are only required to carry your Admit card that will be the pass to enter the exam hall and then you can give your exam without any hurdle.
