To get admission in bachelor's degree you must have passed 10+2 from a recognised board. You need to pass in all subjects including theory and practicals. As you haven't passed in Mathematics at 10+2 level you are not eligible to get admission in bachelor's degree. But you can get admission after passing in the subject next year. You can consider seeking admission next year.

A candidate who has passed an examination of the Board may reappear for improvement of performance in one or more subjects in the succeeding year only; however, a candidate who has passed an examination of the Board under Vocational Scheme may reappear for improvement of performance in the main examination in the succeeding year or the following year provided they have not pursued higher studies in the mean time. They will appear as private candidates. Those reappearing for the whole examination may, however, appear as regular candidates also if admitted by the school as regular students. The candidate (s) appearing for improvement of performance can appear in the subject (s) only in which they have appeared for the Examination.

It is expected that CBSE exam date 2021 Class 10 for theory may fall tentatively between February 15 and March 20, 2021. the government has issed an particle regarding this which say that students will have mostly offline exam. but if the lockdown is not released by then they might have an online exam. but they must be using the proctored software. which monitors everything you do. so zero malpractices will be ensured.
but there is no official announcement regarding online or offline
Congratulations for your rank . There are very good chances to get admission with your rank. But for government agriculture stream want to 90% or above marks in 12th board examination. But you have 78% marks. So it's quite difficult. But you can try.
