Though your results have been announced in January, because the Academic year closed in 2018, you will be considered 2018 passed Candidate. And so you will be eligible for BITSAT 2019 and not BITSAT 2020. According to the official website: https://www.bitsadmission.com/bitsat/2020/BITSAT-2020Brochure.pdf , it says that Candidates who have passed their 12th either in 2018 or before are not eligible for BITSAT 2020. You were eligible for BITSAT 2019. For BITSAT 2020, Candidates who will complete their 12th in 2020 or who have completed their 12th in 2019 are alone eligible. But because you have completed your 12th in 2018, unfortunately you are not eligible for BITSAT 2020.

For Top rank it varies as reduced of 1-2 marks reduce the rank from 1-2,2-3,3-4,....and so on. For The normal ranks it would be change of 10-20 and then to 1000-10,000.

Your board score is good but admission into engineering is done on the basis of entrance score. You have to appear entrance exam and on the basis of score/rank secured,college option will be assigned to you in the counselling process.
for current year, most of the entrance exam and counselling process is made online still it is being conducted. There are few colleges like VIT campus who have decided to give admission on the basis of merit. you can apply for them if you don't have entrance score.
if admission is done on the basis of merit then there is good chance to get CSE/IT branch. for rank, it will vary for different campus as cutoff rank will vary.

see cutoff score changes every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category, choice of stream etc. you did not mention which category you belongs to. however as per general merit cutoff you have less chances in any of the colleges.

KCET rank will be calculated by considering the performances in KCET and QE (qualifying examination) as well.I will explain with an example ,let us assume that u have scored 131/180 in KCET and 288/300 in QE,then your % marks in KCET is 72.77% and in QE it is 96% now they will add this two( that is, the formula goes like this
Rank will be given
R={(%KCET+%QE)/200}×100
Then they will sort ,who has got more R(i have taken this ‘R’ for better understanding) value will get good rank.
And the rank to a particular ‘R’ value varies every year
