As per I got to know eligibility criteria for Tezpur University is-

60% in Class 12 or equivalent and passing marks in Physics, Mathematics, language subject, anyone among Chemistry/Biology/Biotech/Technical vocational subject and any other 5 th subject . You can give it a try.

NO, if you have exhausted both your attempts of JEE advanced then you can't appear for JEE advanced again even if you try several other ways of becoming eligible.

See there is no percentage criteria to appear for JEE-Main so whatever marks you have in your boards you can appear for JEE-Main but the percentage barrier is for admission to NITs/IIITs/CFTIs through JEE-Main score because here you need at least 75% in class 12th or you should
