Yes as per the information Bulletin the eligibility criteria for Academic Qualification candidate who have passed the Senior Secondary School Examination conducted by the National Institute of Open Schooling with a minimum of five subjects will be eligible to write the exam.

Yes, a student can change their education board after completing class 10th. A student has the option to leave cbse board and take state board for class 11th and 12th.
But I suggest you to continue with the board you have studied in earlier classes as it will be beneficial for you in 12th board.

Being a student of State board has nothing to do with the Admission in Oxford University.For getting an acceptance letter from Oxford University, you are required to be very good in academics as well as in your extra curricular activities. Apart from that, you are also required to obtain good score in English Proficiency test say IELTS/TOEFL.
