see the colleges of maharastra takes admission for bachelor in physiotherapy course based on neet score. however in other state colleges apart from maharastra neet score is not required. you may get admission based on your 12th score. the eligibility general eligibility criteria for bachelor in physiotherapy course is candidates must have studied physics, chemistry and biology in 12th course, and must secure 50% marks in aggregate in pcb.
now the neet ug cutoff varies year to year and depends on some factors like number of applicants, questions difficulty level, seat matrix etc. score in neet 300- 400 has decent chances for admission in general category.

Yes you are eligible for taking admission in pharmacy college. As you have passed the 12th standard from Bihar Board of open schooling and examination.
you must have passed class 12 th with Physics , Chemistry & Mathematics / Biology . and you have to secured a minimum of 50% marks in the 12th examination.

You have not mentioned your category, state of domicile, board of education. Even you have not put up the exam you took. KCET rank will be calculated by considering the performances in KCET and QE (qualifying examination) as well.I will explain with an example ,let us assume that u have scored 131/180 in KCET and 288/300 in QE,then your % marks in KCET is 72.77% and in QE it is 96% now they will add this two( that is, the formula goes like this
Rank will be given
R={(%KCET+%QE)/200}×100
Then they will sort ,who has got more R(i have taken this ‘R’ for better understanding) value will get good rank.
And the rank to a particular ‘R’ value varies every year
