Yes, you can go for pharmacy after PCM in your 12th standard. The students those are interested in the medical field (except to become a doctor) can choose this course after the completion of class 12th. After the completion of this degree, the students can practice as a Pharmacist.
In order to be eligible, one must pass with at least 50% marks in 10 + 2 (or an equivalent examination) with biology subject. D.Pharm (Diploma of Pharmacy) holders are eligible for admission into B.Pharm (Bachelor of Pharmacy) after completing the degree D.Pharm.

First of all congratulations for your results. Yes, your chances of getting a seat in this college are quite high. You might not get a Pharm D seat, as the intake capacity of the same is just 30. However, you can get a BPharma seat easily. The seat will be an unaided one though.

Congratulations on your rank score. Yes, you can get admission into govt college based on your caste and rank. Apply for the counselling for the reputed govt colleges. You will be selected if you meet the criteria and selection. That is based on the cut-off ranks for colleges.

You can prepare for NEET exam to pursue b.pharmacy in govt college. Some Collages addmission on merit base but same collages entrance exam. So you can get addmission both either merit base or entrance base. Check the dates for applying for exams of colleges you are interested in.

There is not a particular number of seats alloted for bachelor of pharmacy course. Different colleges / universities have different number of seats, that's intake through the UPTU. So, in counseling you have to apply and wait for your turn in required college that you have selected.
