You can apply for XAT Entrance Exam as there is no any minimum score restriction in the qualifying exam. But Generally a good reputated colleges require minimum 50% in Graduation. I would suggest you to get a very high percentile so that It can help you to recover your qualifying exam score loss & convert a call from a decent college.

Yes you can however this would largely depend on college protocol and how is exit procedure . 

Some colleges requirean application and some fee is deducted as part lf exit formalities . 

However you can change college in second year and we request you to get all details from the college itself regarding process.
