If you are NEET-UG Qualified then you can participate in upcoming Round 2 of All India Counselling of NEET-UG 2020 by MCC, you can register for Government Dental Colleges and Deemed Universities, The average Fee Structure in Govt College is below 50 thousand rupees per year and in Deemed Universities minimum 4.25 lakh rupees per year to maximum 7.25 lakh rupees per year.
You can also Participate in Haryana NEET-UG State Counselling there are various Government and Private Dental Colleges, Fee structure of Govt Dental Colleges is low i.e below 50000 rupees per year while In Private Colleges the Fee structure varies between 3 lakh rupees per year to 5 lakh rupees per year.

Your AIR is pretty low, as a rank in the range of lakhs will be a bit of a restriction if you are considering getting admission to government and the deemed private MBBS colleges. Keeping this in mind, getting into colleges via the All India Quota seats (15%) will be difficult for you. Since you have a domicile of Bihar, you can apply with the State quota seats (85%) and see how that works out for you.

This Year Seats are going to be increased under All India Quota.
As per latest Seat Matrix of AIIMS, Now there are around 1890 Seats available in all AIIMS for the session 2020-2021.
ESIC Colleges are also going to participate in MCC Counseling.
EWS Seats are also going to be increased in most of the Colleges.
So under All India Quota, there are chances of Securing Government College till AIR 15000-16000 Rank.

Please Wait for Official State Rank List of Bihar.
Cut off will depend on Performance of Bihar Students in NEET-UG.
But at this Rank you have high chances that you will get a government college under your state quota.

I believe at an AIR of 27.4k you should try for your Home State Government and State Medical Colleges before considering Private Institites. You have fair chances in getting alloted in one of the best State Medical Institutes in State, under home state Quota.
As far as low budget private medical institutes are concerned, do apply for the COMEDK UGET Medical Counselling as there are excellent private medical institutes in Karnataka which come at a low cost like KIMS Bhubaneshwar, St Johns Bengaluru, MS Ramaiah, BMCSRI and so on.

You haven't mentioned the Category you belong and the State that you hold the domicile of. With this score even with SC/ST reservation, a seat in MBBS in GMCs difficult. there are 3 Categories in Private Medical Colleges. Category A is the Government Quota Seats. And only candidates of the home State are eligible to apply for these seats. You will need more than 550 here. B Category seats are also called Management Quota Seats and they are filled through State Counselling and here, you will need atleast 450 and above and the remaining seats are filled through direct Admissions by contacting the College directly provided the Candidate has registered for the respective State Counselling and has not been able to secure a seat in the Counselling. Here the fees is usually nothing less than 40 lakhs. This is where you might have chances. The last Category is NRI seats Category and you cannot apply for that.
