I don't think it is possible now as you see mid semester had come. If you want to change then wait for next year. See, if you was not okay with this university you have to withdraw it after one month of your admission  as university gives you time

You have to contact REC Somebhadra for this as the process differs from university to university and state to state. First find out if its possible and what you need to do. Then you may have to approach the institute you are studying in to apply for a transfer.
