Can I get seat in nitte Meenakshi Ece branch and I secured 22651 in comedk exam?

Yes you can get admission in Nitte Meenakshi College with your rank but it is difficult, considering that ECE branch is a decently in-demand course, and your rank is pretty decent. You can try through the vacancy rounds which will get you a better chance of getting admission there. And you must also try for other colleges as an option B. All the best!

Can I first try for B category in AP/TS and then opt out to NRI (if I am an OCI)? How?

If you are willing to try then you can. My best advice is to check the colleges which are available to your rank. If your not sure about your college then go for NRI Quota. If you wait or waste your time then you may lose your seat so check yourself as early as possible. All the best. Don't you will definetly get the seat.

I got 135 on Nata 2019 and 93% on cbse class 12 boards Will I get a good rank?

Hello!
Your admission through NATA is based on your merit system. Divide the NATA score by 4, and your CBSE result by 2, and add them to find your merit out of 100. Normally colleges accept a student who has 60+ merit overall, and sometimes colleges even go for lower merit.

My marks is 52 in st category, 4437 category rank, moreover im a resident of utthrakhand any chance of getting cs in pantnagar or nit uk.

Based on your rank you might no get admission in NIT CSE as last year last admitted rank was 3408, So your rank does not fall under this, But you will get admission in Pantnagar in CSE
