With 286 marks in NEET 2021 Examination your chances for getting a Veterinary seat in a Veterinary College is very grim.
IF we go by the previous year data for Veterinary Counseling then marks for a good veterinary government college is more than 570 marks.
------ Cut-offs for colleges change every year depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS/Veterinary seat matrix 2021
----- Though it was expected that due to higher difficulty level of examination cut-off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs for colleges is expected to increase compared to last year.

Well, the cut off can vary each year due to several factors like seat capacity, no of students appeared for the exam, reservation criteria etc.

Counselling for Veterinary Science and Animal Husbandry is conducted by The Veterinary Council of India (VCI). It conducts AIPVT 2021 counselling for admission into Bachelor of Veterinary Science & Animal Husbandry course in their official website vcicounseling.nic.in. AIPVT seat matrix 2021, there are total 607 B.V.Sc seats under 15% All India Quota which will be filled through VCI counselling. Candidates who qualified NEET exam are only eligible for counselling. Councelling will be conducted in two rounds and mop-up round will be conducted in case of seats are left vacant.
Tentative dates are given below.
Round 1: Publication of seats: Third week of July, 2022
Round 1: Online Registration Choice Filling: In fourth week of July, 2022
Round 2: Vacant Seat Publications done by: First week of August, 2022
Mop-up Round: Vacant Seat Publications done by: Third week of August, 2022

Yes for sure you can apply for kerala B.v.Sc Registration because there is no Domicile criteria is required for its registration. But make sure one thing is candidate must have appeared in NEET All India Entrance exam.
And Also AIPVT/VCI Counselling is compulsory which is conducted by NEET After Declaration Of result.
In Kerala BVSc the All India Quota Seats is Only 15% and State quota Seats is 85%.

I want to inform you that according to how the addmission is going I am sure you will get BVC mumbai or COVAS, Prabhani in the 2nd state round counselling through MAFSU.
And 481 merit number is decent and you will get a college do not take tension.

The online application process for admission into BVSc courses in colleges under Tamil Nadu Veterinary and Animal Sciences University opened on 9.9.21 and closed on 8.10.21. This is the state BVSc counseling and only candidates from Tamil Nadu could apply for it. The merit list still has not been released and is expected to be released soon. The total number of seats available is 480 out of which 15% of seats are reserved for candidates under the All India Quota.

1. Madras Veterinary College, Madras- 120 seats
2. Veterinary College and research institute, Namakkal- 80 seats
3. Veterinary College and research institute, Tirunelveli- 80 seats

If you did your 12th from commerce background, then you can't get admitted into BVSc. BVSc colleges requires your NEET UG scores to help you in getting admissions, and to get your NEET UG cleared, you need to have Physics, Chemistry and Biology, with a minimum of 50% in 10+2.
You can join NGOs with your Diploma, but cannot get enrolled in a BVSc college.
