Unfortunately now you cannot get admission in BVSc courses without NEET, You can get yourself enrolled in any college without having NEET or National Eligibility Cum Entrance Test scores. University/institute needs NEET score for admission. Admission to Bachelor of Veterinary Science and Animal Husbandry requires a proper NEET score.
However, in colleges of Tamil Nadu, you can get admission to the course based on the marks scored in the 12th class. NEET seems to be an important examination that allows candidates to get admission into their dream courses and colleges.

Hope you are doing well . See if you haven't qualified the NEET exam by scoring atleast the prescribed cutoff scores, you aren't eligible to participate in Counselling process and take admission in MBBS,BDS and other allied courses . You need to qualify first to be eligible for BVSc . It's advised to you that you start preparing for NEET 2022 now so that you can qualify it next year and get your desired college.
Even if you want a seat through the management quota,you need to qualify in NEET first.

According to the information brochure on the official website of Telangana state counseling, the Combined Counselling under Regular and Self-Financing stream for admission into various UG Courses of PJTSAU, PVNRTVU & SKLTSHU under Bi.P.C. Stream Courses for the AY 2021-22 will be conducted in Offline mode after the First counselling of NEET 2021.

viewing your profile you seem to belong from Uttar Pradesh. But if you could just mention your marks and ranks of your neet examination 2021 then it would have been more helpful as i could have given you more accurate answers.
But considering all the general scenarios through the NEET examination you can seek admissions in 47 BVSc and AH medical colleges all over the country.
If you have qualified the neet examination there are in total 525 BVSc and AH seats and you could participate in the counselling procedure and get admissions in any of the renowed and known medical colleges for BVSc .
