Yes, NEET is considered mandatory for admission to B.V.Sc course. Earlier there was AIPVT exam but now it has been replaced by NEET itself. So you need to attend NEET counselling even for veterinary colleges.

I don't see whether you will get bvsc because the cut off for vet colleges are 500+ so try your luck in agbsc. Agriculture has low cut off as well as high demand so it might proof beneficial.

Unfortunately with a rank of 152 in NEET and being a general category student getting into government medical college is not possible for you. The chances for you to get MBBS in private Engineering college is also really tough.
