Yes you can get a job in isro with btech it degree as isro recruits. Isro need computer engineers for developing and maintaining newer software for simulation and other operation.

So be updated with their website and especially their careers section where they will be releasing notifications for recruitment.

In most of the places , the required fee structure is per annum. Mostly in colleges also they will discuss and mention the fee structure / per year. So,  please don't be in dilemma. If it's written per semester then obviously they will mention that. Otherwise it's always per year.
