If you are planning to take up your senior secondary education from a school affiliated to Bihar Board, it won't do any harm in the future. The only drawback it will have is that, scoring in exams will be difficult. CBSE board is easier as compared to Bihar Board.
It is appreciable that you are serious about your preparation from the start of your journey. Just be consistent throughout your preparation journey and you will achieve your goal. If you are consistent enough, AIR 1 is not difficult. Right guidance and consistency will help you achieve your goal. No matter how poor were you until now, just start now and make yourself better. Everyone has to start somewhere. Start with positivity and do your work honestly and you will achieve everything.
However, in my opinion, you should try to opt for a CBSE-affiliated school. English taught in Bihar Board schools is not as good as in CBSE schools. English is important nowadays. Also, you can score well over here. Board preperation won't be a burden for you.

It is quite difficult to predict the exact cutoff as the cutoff changes every year. But yes we can predict based on previous year trends. Based on your result it is very difficult to get a call letter. As the expected cutoff will stand near 75 - 85 percentile. So it's better to prepare for written attempts like NDA.
In addition to this I would like you to have at least a backup option i.e. a college for graduation so that you won't waste the year.

Yes you can get admission. Earlier minimum 75% is needed in 12 for writing jee mains. But now it is removed. Any candidates with 10+12 can appear for jee mains. Admission to NIT and IIT s are based on jee rank and percentile.
To correct your name on a CBSE marksheet or certificate, you need to gather the original marksheet with the incorrect name, a document proving your correct name (Birth Certificate, Aadhaar, etc.), and a notarized affidavit explaining the reason for correction. Download the CBSE "Application for Correction in Name/Date of Birth" form, fill up all the details, attach the required documents, and submit it to the relevant CBSE Regional Office along with the prescribed fee. The process usually takes 4-6 weeks, after which you will receive the corrected marksheet as per CBSE's instructions.

If first and second dropper class 12th passed or 12th appearing candidate who passed it from physics, chemistry ,maths as a compulsory subject are eligible for giving the exam

The undergraduate programmes of St. Xavier's College Mumbai include BA, B.Sc., and B.Com. Students must have completed the HSC or its equivalent from a recognised board (CBSE) with a minimum of 45% of the possible points in order to be eligible for the courses.
The institution also provides undergraduate courses for the Bachelor of Management Studies (BMS) and the Bachelor of Mass Media (BMM) degrees. There are 60 students enrolled in each of the two courses. A minimum of 65 percent in the H.S.C. exam administered by the Maharashtra Board, or its equivalent(CBSE) in any other subject.
