Let me first tell you that jEE is not everything.
As you have already given CBSE improvement exam and have secured 74% which doesn't satisfy the eligibility criteria as required.
So, there is no need to waste another year for giving JEE and improvement exam .

Yes, you would be eligible for JEE Main, but only in 2020. Actually, the rules is you can give JEE Main only thrice in consecutive years, the first being the year you pass your class 12th. Since you passed class 12th first in 2018, JEE Main 2020 would

Migration certificate is required if you will take admission other than your home state . Generally all the college will asking for migration certificate . You should submit on the time of admission .

The laptop scheme of CBSE (not only CBSE but all board exams) is that , laptops will be distributed to the meritorious students of board exam each and every year.

Meritorious students are the top one percentile students appeared in board exam.

You're eligible for admission in IITs. For SC/ST candidates qualifying marks in board exam is 65%. You have not got any college because of your preference order. You might have filled only those things which whose closing ranks are higher in the initial few rounds. I would suggest
