Your OBX NCL certificate is the only document that will allow you to secure a seat in any college. It shouldn't be a problem for you to be admitted if you hold a valid OBC-NCL certificate.

Since the state government itself issued the certificate to you, you shouldn't have any problems with it.

With reference to your above mentioned query, i would like to tell you that The Centralised Admission Committee (CENTAC), Puducherry has re-opened the choice filling portal for candidates to update their choice of courses till February 1 up to 11:00 AM. The authorities also released the draft merit list of Puducherry NEET counselling 2021 for the various categories.

Further, the second round for MBBS has not started yet, and the official dates are yet to be announced. You can keep checking the official site to keep yourself updatd about various news and information.

Sorry to say you but you have not mentioned that about which mop up round you are talking about. In general sense mop up round is the last final round where the vacant seats which remains unfilled after first round and second round of counselling are filled. For each and every examination the mop up round is different. Basically in that case Examination Authority publishes notification regarding the mop up round and you have to register for the mop up round at the first round. For some examinations the registration in the first round is not necessary though but this case are very less.
