if state government caste certificate is valid for central government
Central government has no issue about the caste certificate. If you have state government caste certificate you can use it in central government vacancy or any Examination. State government caste certificate valid state and central both.

Usually, caste certificates are issued for the life time of the person. However, some certificates are valid for 3 years. You will have to check your certificate for that. Yes, you can use a valid certificate as a proof for your caste category for all the entrance exams including JEE Advanced too.

Stray vacancy round is the final round conducted to fill all vacant seats from round 1,2 and 3. We cannot make any reliable prediction on what will happen during stray vacancy round . There are non specific parameters in this round , any student who has cleared NEET exam may apply . Point to note is until now , fresh registrations were not allowed but as per the latest announcement from MCC , it is . So many students may apply and your possibilities will entirely depend on number of seats vacant in each college, number of candidates applying and their marks . So you can register and try your luck. If you had been allotted a seat in any of the previous rounds , then you are not eligible to attend .Now coming to the second question, there is only one EWS certificate valid throughout India. If your EWS certificate falls under the validity period, then you can very well use it wherever you want to. There is nothing like separate state and central EWS certificates.

If you are BC category in your state then you can see the eligibility criteria for ncl obc so that you can apply for the same. For eligibility criteria you need to fulfil some criteria that is:
1. In order to qualify as an OBC non-creamy layer candidate, the applicant’s parents’ annual income should be less than Rs. 8 lakhs.
2. Salary and agricultural income are not to be considered as income for calculating annual income for creamy layer status

See Vaish generally belongs to General category but in some states like Bihar at state level reservations Vaish comes under OBC. So it depends upon the state in which you are. If you are appearing for any central level purpose than the Vaish will be considered under General category.

The rules do not mention in specific that you have to appear for the entrance examination to secure a seat, This scheme is for all those Candidates who want to pursue Professional/Technical courses that are NAAC accredited. This is for those Candidates who belong to EWS Category and whose gross annual income is less than 4.5 lakhs. The banks would issue an educational loan without any Collateral security or 3rd party guarantee. But because this is an educational loan and not a scholarship, you might be eligible for this. You need to reach out to your nearest Public Sector Bank for applying for this loan.

There has been a ruling by the Supreme Court early this week. PWD is not a vertical reservation. It is a horizontal reservation within your Category. For example, if you belong to OBC Category and you have PWD reservation, you will be considered under OBC-PWD. If you belong to SC Category and have PWD reservation, you will be considered under SC-PWD. Now if you want to go forego the reservation benefits and want to apply under General Category, you can do so. If you want apply under merit under General Category and un reserved Category for jobs, you can do that too.
