No, you cannot get the OBC NCL Certificate as you already said you belong to BCE Shaikh. So, this caste doesn't come under OBC NCL in Central List due to which you cannot issue an OBC NCL Certificate and avail the benefit of OBC Quota.
You can try to get admission through EWS Quota if you satisfy it's eligibility criteria. For that you will have to get an EWS certificate in time and also change your category in application form once the correction process begins. If you fail to provide an OBC NCL Certificate, you will be considered an general candidate.

CTET exam is not for admission in DU. CTET exam is for those who wants to join as teachers for grade 1 to 8. DUET is the exam which you need to give for admission in DU.

It is not possible to get CTET marksheet now. The link for the marksheet is replaced with the new once every year so now getting CTET 2019 marksheet is difficult. I would suggest you to contact the CTET conducting authorities only they can provide you with the right solution. You will find the contact details in the official website of CTET.
Central Board of Secondary Education (CBSE) conducts the CTET, Central Teacher Eligibility Test twice every year.
I hope by clearing the examination you mean you are a CTET certificate holder.
So i would like to inform you that the CTET certificate will have lifetime validity now. Earlier the certificate was eligible only for seven years.
CBSE also released an official notice regarding the lifetime Validity of the CTET Certificate. Candidates can visit the official website to know the latest update related to the validity of the CTET Certificate by checking out the link given below--

CTET certificate holder candidates can apply for all Central Government Teaching jobs like KVS, NVS Army Teacher, ERDO, etc.
Without a CTET certificate, candidates cannot apply for central government teaching jobs.

How that can even happen? The admit cards are released only to have the Roll number and the name of the exam center. So you should check the admit card very well, it must be mentioned. Usually every year the Roll number is provided beside the Application Number. If you still don't get it then I would recommend you to contact the authorities in the help line numbers (The general Enquiry and Help line number is 011-22240112 ).

There is no way to postpone any exam so you will have to leave one exam and focus on only one exam. Attempting both exams are not possible. Select one which you are interested in most and give that exam. Postponement of such competitive exams are not possible for one student. Central Board of Secondary Education (CBSE) released the pre-CTET admit card 2021 December 11 on the official website - ctet.nic.in. CTET 2021 exam will be held from December 16 to January 13, 2022 in online mode. State Council of Educational Research & Training (SCERT) conducts PSTET in offline mode to determine the eligibility of candidates as Teachers in classes 1 to 8. PSTET is conducted for two papers – Paper 1 and 2.

The application fee for the CTET examination is non-refundable. So you can't get the application fee back. This is not only true for the CTET but for any central or state government examination. So if the authority cancels your application then you will not get any refund.
