Every seat in college is disturbed between All India Counseling as well as state counseling. Few seats falls under All India category and few seats are reserved for State Counseling. If the seat remains vacant under All India Counseling, it gets revert back to the state counseling.
Yes Maulana Azad Institute of Central University falls under both counseling.

As Your marks in CUCET is less, so you are not eligible to get admission with the number which is scored by you. Central university of Tamil Nadu is one of the reputed institute which offers msc chemistry, so seats get full soon. You can search for more colleges offering Msc Chemistry in india.

According to our record statistics it is showing that the cutoff percentile for MSc Chemistry in Central University of Haryana indeed is negative. One of the reasons for this is the fact that the university is not popular yet and not many applicants had applied to this university so at the end whoever has applied got the seats hence the less cutoff. Another reason might be that not a lot of people, specially in Haryana, go for Masters hence the seats tend to remain vacant.

As per your question, as you didn't mentioned your category so am considering you under general category. So as per last year trend you should have a score of around 62 to grab your seat here.As they didn't started there admission so you have to wait for their process to start round 1.And dont worry if you didn't get your seat in round 1 , you can go for round 2 and as per my opinion your chances for selection is high.Cutoff may change as it depends on various factors.

All the universities mentioned above are good for pursuing a master degree in Chemistry. The admission to central universities are conducted through Common entrance test conducted every year. The admissions to CU is conducted via entrance exam conducted by the college. However I suggest to go for central universities since it is has more legacy. CU is one of the fastest growing institutions and it is great but if you have a chance to go to central universities then go for it. Compared to Central university of Punjab and Rajasthan I think Punjab is better option. You can compare the college of your choices by using the college comparing tool and can opt best one for you. MCA is not available in Central University of South(Gaya).
However they do offer M.SC in Computer Science, eligibility being :
Bachelor Degree in Science (CS/IT/Electronics with Mathematics) / BCA with a minimum of 55% marks for General /OBC candidates and 50% marks for SC/ST candidates in the qualifying degree and having Mathematics as a subject at 10+2 level.
