Yes As your rank is below 10,000 you can avail 100% fee reimbursement it means that your are elgible for free seat. However if you won’t submit the income certificate you won’t get the reimbursement. In the The income  certificate your father’s annual income must be below

The competition is cutthroat nowadays.

The cutoff for b category seat is 25 thousand in JEE for cse ece 

For other  branches it is 35 thousand 

So i would suggest you to try other colleges like cmr engineering ,
