Hello,
For aerospace engineering Chandigarh University would be a better option considering:
As aerospace engineering is a branch that requires a considerable amount of exposure to industrial technology and recent advancements, and a college with better ranking in the country will provide you a better infrastructure to pursue the course.
Do go through the websites of both the colleges for any other information that you require:

Good Luck!!
Jadavpur University and Calcutta University both are goverment college. So if you give the WBJEE examination but didn't take part for counselling then you can't get admission this colleges for particular courses, like Technology, pharmacy etc.
But if you want to take admission there for any regular subject like honours in mathematics as example then you can apply it. Because regular bachalor degree you can apply without any entrance examination, the admission going on basis of your marks like 12th merit list.
All the best.
I hope you are doing well, Yeah pursuing BTech from Chandigarh University is worth it. The college infrastructure is good. You will be updated with technology in CU. You will also get regular workshops with the tech companies so that it could help you gain some confidence with knowledge. Placements are also quite good over there. At the end the college will provide you everything but you will have to do your work on your part.
I hope you find this information helpful. I wish you all the best for your future.
Good Luck
