No  it is not mandatory to write ca foundation in nov 2018 you can skip the exam and write it in may 2019.But it is adviasable not to skip your even if you are not prepared for it as you get idea about the exam. All the best.

Join a good CA coaching institute for CPT exam and study regularly and ask doubts if any in your institute. Be disciplined enough to complete all the homework tasks given by the institute and give all the mock exams organised by them. This will surely help you.
