There are no chance to get admssion in government college with this rank in any branch.
If you belong to general then no chance if you have SC quota then there are some possibilities there.

Of course UPSEE is a better choice than jeecup because UPSEE is the exams held for admission in engg college where as jeecup for polytechnic ones and you also have a comparatively better rank in UPSEE than in jeecup.
